✅Gs-2 : Parliament - Private member Bills
🅾️In Parliament, any MP who is not a Minister is called a Private Member. A Bill introduced by such a member is a Private Member’s Bill (PMB). PMBs reinforce separation of powers by keeping legislative creativity from becoming Executive monopoly.
🅾️Why Are PMBs Declining?-Over-dominance of Government Business, MPs fear crossing party lines- legislative independence has shrunk after 52nd CAA(Anti-defection Law).Of ~80 PMBs introduced in Budget Session 2024, none were discussed — showing systemic apathy.
🅾️Why should we allow them?- PMBs act as “legislative laboratories” — testing new ideas before they become policy consensus Ex : PMB on Right to Disconnect → sparked national debate on digital burnout

⚜️Strategy for retaliation (credible deterrence with room for escalation control)
⚜️Strategy to manage Pakistan’s counter-retaliation response (especially via proxies)
🔰 India’s response should be based on predictable long-term deterrence, not unpredictable short-term anger.
📌 The proposal: Treat the LoC as an international boundary in practical terms — ending the fiction that fuels “proxy war denial.” It calls for a Kautilyan strategy — combining saama (negotiation), daana (incentives), danda (punishment), and bheda (division) — not just danda.
